ابتكر هي أول منصة توجيه رقابي وإرشادي في المنطقة العربية للقطاع المالي غير المصرفي تابعة لهيئة سوق رأس المال الفلسطينية، والتي تهدف الى تعزيز وتسهيل التواصل الفعال  ما بين الهيئة وأصحاب الابتكارات والأفكار الريادية في مجال التكنولوجيا المالية وتكنولوجيا التأمين، من خلال الإجابة على استفسارات المبتكرين واستقبال أفكارهم الريادية عبر المنصة، تحديداً تلك المرتبطة بالأمور الرقابية والإشرافية، الأمر الذي يسهل على المبتكرين الوصول الى الجهوزية اللازمة لدخول بيئة الرقابة التجريبية أو الحصول على الترخيص اللازم وفقا للأطر القانونية ذات العلاقة، ومن جهة أخرى تسهم في تنفيذ توجهات وسياسات الهيئة الرامية الى تعزيز البيئة الصديقة للابتكارات المالية وتعزيز الشمول المالي من خلال زيادة نسب الوصول والاستخدام للخدمات والمنتجات المالية غير المصرفية، والمساهمة في الاستقرار المالي ونزاهة القطاع المالي وحماية حقوق .المتعاملين به

“EBTAKER”, is a regulatory fintech innovation hub, it is the first of its kind in the Arab region which support, encourage and guide fintech and insurtech innovations for the non-banking financial sector that powered by Palestine Capital Market Authority) PCMA).

"EBTAKER” plays a key role in promoting and facilitating the effective communication between the PCMA and innovators and entrepreneurial ideas related to the fintech and insurtech in the non-banking financial sector by answering the innovators’ inquiries and receiving their innovative ideas and applications via Ebtaker platform. advise them especially in the regulatory and supervisory matters, which makes it easier for innovators to be ready for entering the regulatory Sandbox or obtain the necessary license in accordance with the relevant legal and regulatory frameworks.  “EBTAKER” helps PCMA in implement its policies that aims to promoting a friendly environment for financial innovations and enhance financial inclusion by increasing access to and usage of non-bank financial services and products, on the other hand, contributes to financial stability and the integrity of the financial sector and protecting the rights of its user
